Governments could have such kind of data: they know who is father and mother of almost any citizen (at least officially, on "paper"), and at what age, they have/had offspring, and what happened with them during their lifetime. Whether these people ended up in e.g. psychiatric hospital, and how much of them, and how it correlates (or not correlates) with parent's age. From schools and universities it is possible to estimate their education level (at least on "paper").

  14. If you shoot a bunch of UV photons toward e.g. Hydrogen gas, at least some of them will be absorbed by Hydrogen, and new one photons will be emitted with lower energies. It all depends on photons initial energy, and quantity of photons, and quantity of possible collisions photon-medium, whether human-eye will be able to see in visible spectrum reemitted by material photons.

In such riddles there is often play on words. e.g. "I become second", second might means it's something correlated with time. 1 second, 2 seconds etc. "chop off my head", "cut me front", "cut me back", might means removing digits from sequence of numbers, or mathematical equation/function (rational function?), from which we are removing some parts. e.g. function y = a/b "chop off my head" would mean getting rid of "a" variable, which is on the top of equation ("head"). b number could have format e.g. cdefg, "cut me front or back" -> remove c or g digits.
