There're more relevant sources.
One is about the work cited in the first link, and it's dated 1998: http://strategicstudiesinstitute.army.mil/pubs/parameters/articles/98spring/thomas.htm
Another is more like part of news, but not explicitly pertaining to the opening speculation: http://www.darpa.mil/program/electrical-prescriptions
Another one is a 1960s MkUltra subproject (no. 119) mentioning research into "remote activation of the human nervous system": http://documents.theblackvault.com/documents/mkultra/MKULTRA3/DOC_0000017376/DOC_0000017376.pdf#page=22
I find it all very staggering.. how is it that you "activate" the nervous system? I did read about modulation and neuromodulation of electrical signals coming from the body, but for it to be covert technology is very weird. It looks as the first report of such speculation/conspiracy was Julianne Mckinney in 1992, reporting a dozen alleged victims: http://www.mitchelleffect.com/pdfs/mckinney.pdf
