The answer to all of those questions would be whatever works. My neighbors constantly turn up their TV or music and disregard any requests to turn it down. I read somewhere a magnetic field can affect an LCD TV without damaging it. I figured if I can make such a field it would be one peaceful way to resolve the problem as they probably will have no clue to what's going on.

Hello, I am interested in creating a large magnetic or electromagnetic field (5-10 foot radius). Any suggestions on how I can do this? Is it possible to focus a magnetic or electromagnetic field in a specific direction? Other things to consider is keeping power consumption low. Thanks in advance.
