I don't see why the nicotene culture would take priority over the culture of any other kind of drug, given that it gives a lesser 'benefit', assuming the costs were the same.

Using poison gas I'd say was a chemistry type weapon. Using a potential gradient to set up a current flow which uses either the resistance of the body to transfer a fatal amount of energy, or stops the heart pumping through signal disruption, I'd say would have to be a physical weapon.

People generally don't have a choice in becoming heroin addicts duder, after they take it.
Why would they take it? Why, you've answered that yourself!
(Remember, you're the person asserting that people will take drugs anyway, so why not legalise it?)
