  1. Why is the kinetic friction less than the limiting friction?

      because when any two surfaces are still against each other, the little nano teeth sticking from any rough surface are locked. so to start moving from that positiong you need a bigger force. after that to maintain the movement of the two surfaces[teeth skidding and bouncing off each other without getting a chance to lock] you need a smaller force.
