Is there a language problem? Hover means remain in a fixed altitude. So it will remain in a fixed altitude by going up and down. There's got to be a translation problem. The point is, the ramjet will not work at slow speeds. And a scramjet only operates at supersonic velocities.

Do you know what a ramjet is, or are you just using a name for something that you heard? A ramjet uses it's speed through the air to compress the air for ignition. A VTOL is hardly moving at all.

Anti-ship missles don't have 20 meters of steel. They do have a lot of electrical systems which would not react well to a buch of high-energy photons..
