yeha making o3 isnt hard, but in a high amount you will be a while, uv arcing main ways to make, cost you for the maker tho, but u can make on using a neon transformer and have that arc.

pure water doesnt conduct, the ratio isnt that important, about 50% KOH(which is normaly 50% water anyway) will do fine,
to get h2o2 you have to use o3 bubbled through water, its not that easy to make.

If i remember my stuff it just gives off uv light which makes o3, but i could be wrong but these lights have been talked about a lot in the growing com, lol.
