There's a privatly owned company in Canada called ACE http://www.usace.com/ who has been making bullet resistant glass since about 1991. If you go on their youtube page http://www.youtube.com/user/acetvnews you can see people standing behind the glass as it's being shot at.

Peter Fabian, the man in the video is the founder of the company, and also explains a little bit of how it works.
