Because that is when an equivalent inertia-term disappears from the electromagnetic force equation in integral form, since photons are inertia-less and the speed of light is the inverse of the square root of the permeability and permitivity of space. Traveling at the speed of light, or faster, is no different than traveling at any speed. Relativity only applies to specific conditions.
