Well php was the first web scripting language. Personally I learned php I can't see much difference between the two. You can run them both on Apache. But yeah ruby runs CGI, Php runs both CGI and as an apache module. Php as a module is technically faster. They were working on an apache module for ruby called mod_ruby but I have no idea how successful they were.

Yes MANET is a type of wireless networking. It is a network created from a number of devices which each device acting as it's own router. Let's say I have a big truck (A) which gets internet access through a satellite on the roof. Then I have a caravan(B) which follows behind the truck (A). It still can connect to the internet from (A). Apache httpd is just the windows version of the cern httpd which will not run on windows. In order for the server to be different it would have to not be running html. While I can make a server that doesn't run html it would be very difficult to make one that could compete. An example of a server not defined in the cern httpd would be bittorrent or limewire
