To be fair, that would be why the 1 cent charge would exist, to bypass the calculation. It would work out to be cheaper than the costs expended by buisness to prevent spam. As to how it's implemented, well the spam filters would only have to look for the verification code (from the successful calculation or from a complay that paid the 1 cent) to allow through the filters. Anything without a verification code would be classed as spam. This would save most companys a lot of money. Anyone who works out a way to crack to codes could be employed to create better encripton, for more money that a spammer would earn. Microsoft is willing to work out the finer points by throwing cash and resource at it as uncontrolled spam is costing them billions.

I'm not sure where the 3 sec memory came from, but I seem to remember it's not true. This experiment points towards short term memory over 60 sec:- http://www.learnmem.org/cgi/content/full/7/3/151#SEC1 Goldfish would need more than 3 seconds memory to remember to evade threats. Print it out and give it to the person who set the test.

Actually, the proposal is not to tax anyone for use of email. The proposal is to introduce two control methods:- A 'goodwill' gesture, where you allow a simple calculation to run on your PC before the mail is triggered, for no other reason than to delay the mail for 10 seconds. This would ensure that millions of emails triggered from one source would not be feasible due to the time taken to do the calculations. The proposal of the 1 cent 'tax' is actually a proposal to allow legitimate mass email for buisnesses to pay to bypass spam filters if they pay a cent per email. Microsoft, Lycos etc all would pay 1 cent per email they trigger that is not solicited. Obviously this is cheaper than spending billions countering spam, and spam itself would just die out.

Ninjas are the ultimate paradox. On the one hand they don't give a crap, but on the other hand, ninjas are very careful and precise. When ninjas discovered flipping out, god gave them dominion over everything sweet. They also enjoy wailing on the guitar. Ninjas don't turn white if left in the dark, but they will probably flip out and kill an entire country. -

Yes, tax would go to the govenment. That's the difference between tax and billing. It would probably be absorbed in the same way most tax is, so that the voters don't see the direct benifits and the goverment can claim it was effective policys that reduced the deficit.

I don't know where you live, but usually if you chat to the staff at a library they will make exceptions to the rule. If they know you, they will trust you with more items. It's how I got a rare woodcut copy of Dante's inferno and an obscure land rights reference maps out of the British library, when they are not available for public viewing and not leant out. It's quite nice to know how far being polite gets you. Possibly deferential and insistent if you can manage it.

Quite good, looking at the latest findings of Neanderthal man. The Neanderthal looks to have not been in our genetic ancestry at all now; the Homo erectus was positioned in Africa and came up to the north where the Neanderthal man was based. Evidence showed both living at the same time, and therefore Neanderthal was a parallel evolution (that failed). -

They don't turn white. The do become more pale over time with a reduction in UVA and UVB. That affects the strength of the pigment in the scales. -
Yup, everyone hates shifty Ryker. I appreciate he's there as the Kirk clone in the TNG, but he's just begging to be taken to a tribunal. Uh huh, in 'Enterprise' they have an Armada floating randomly around space. We can only assume that their role as diplomats and officers in TOS and TNG series meant that had no particular need of a separate Vulcan fleet anymore. The established members of the federation all share resources, including ships and crew. Planet Vulcan is still around, but I doubt the Vulcan propagate quite as often as other species. The smaller population probably means they have a lower profile in the series. Plus, really boring race.

Ryker ignores the chain of command, you see. He greatly annoys me, to the extent that I make a list of the insubordination and mutinous suggestions he makes each episode. Watch when they have a command meeting, Ryker invariably dismisses the assembled staff without Picards consent. Dismissing staff when a suggestion is put forward is the equivalent of making the command decision in place of the Captain. The suggestions are one thing, ignoring the ranking officer in a room is a court martial offence, even in the Federation. In "Chain of Command, Part I" he openly plans a mutiny, clearly showing that he is not comfortable with the new Captain actually forcing him to follow orders. He ignores a direct order 4 times in the first half hour. A great point is made that he was offered his own command but refused it; he is obviously angling for the Captain of the flagship of the Federation. Ryker is widely accepted as being a mutinous villain. What in the name of sweet Jesus are saying, man? Pull yourself together.

I like the one where Ryker performs an act that undermines the captains authority. Or where Ryker forms and implements a plan that the Captain expressly forbade him to do, or contrives a direct order. Plus the one where Ryker grows a beard to show the crew he is more hirsute and therefore more manly than Picard is quite good.
