Looks like it's from a water droplet on a lens. But is that something that would happen in the satellites?

Shouldnt be. Any water should evaporate off, and any optical enclosure would probably be kept at a vacuum too.

I scanned north thinking it was unlikely that someone would find the only one and that it was systematic fault - there may be repeat number..?

They are all ~ half blue grey, half white; round; above when appears to be residential buildings.

 

The first is different; the "line" between the colors does not run left/right; it does not line up with shadows from the buildings; and it runs parallel with rather than perpendicular to the closest body of water.

 

They are either reflections from the inside of a webber grill cover or lost helium balloons from a child's birthday party.
