A dish-washing tablet used to clean dishes and cups leaves some kind of residue. I left some burbon whiskey in a cup overnight and there is now a powdery substance in the liquid. Would this be due to the corrosive properties of the alcohol or residue normally?

Usually this is caused by dissolved substances in the water not necessarily the tablet itself.

Again probably due to the quality of the water the whiskey company is using.

More likely leaving your whiskey out caused water to evaporate from it causing dissolved solids to come out of solution.
