Just as in relativity, we can and will discuss the variable of time in a particular coordinate system.e.g. a message sent at t0 can only be received at t1 > t0 in that frame of reference. One can further dictate that t1 - t0 >= L/c, whre L is the distance separating the sender and recipient.
