I don't know if there is an exact thing called Kekule's law, but there is a thing called Kekule's Structure.

 

Kekule structure: A Lewis structure in which bonded electron pairs in covalent bonds are shown as lines. The most famous Kekule structures are what we would now call the two most significant resonance contributors of benzene. http://www.chem.ucla.edu/~harding/IGOC/K/kekule_structure.html

What is the Kekulé structure? Kekulé was the first to suggest a sensible structure for benzene. The carbons are arranged in a hexagon, and he suggested alternating double and single bonds between them. Sometimes homework questions have bad phrasing. I've gotten questions which have asked for "Laws" but really meant something else. Maybe this is the case for this hw problem?
