Is Galileo in the GNSS global navigation satellite system working ?

With few working satellites in orbit yet, is the Galileo working today, even with delayed capture, or poor precision, or both ?

15 satellites, two more in testing

Initial operating capability was announced this past December, but for only some of their planned services. I imagine whether any available service is degraded depends on whether you have a device that is Galileo-only, or integrates GPS. I would think that commercial products would not limit themselves to just using Galileo.
