He needs to create a proposal for manufacturing computer keyboards. At this point, he needs to find out how much the primary components of a conventional computer keyboard costs (for a company such as Logitech). I was able to find some DIY websites, but I believe the prices quoted were a bit skewed as they are not meant for mass production. I'm not sure who else to approach. Perhaps refurbishing companies? They need to test every few keyboards buttons hundreds of thousands of times for regulations. The lettering cannot fade, the button cannot stop working, there can't be indentations left in the keys etc. 1
