Fire is plasma or ionised atoms.

"Fire" describes a process, not a substance.  Combustion — self-sustaining oxidation chain reactions.

As beecee has noted, it will will be comprised of atoms, which will be ionized in the reactions, and thus make a plasma. It will give off photons.
