swansont Posted August 24, 2018 Posted August 24, 2018 Whatever the energy content of the universe is would dictate this, since frequency and energy are proportional to each other, and energy in any frame is conserved. But if something had a very small mass (e.g. an electron), it could be moving quite fast without having an inordinate amount of energy, in a frame where the high-energy photon was emitted, and the frequency would then be blue-shifted to an even higher value..
