If it works, and if creating the soup does not take more energy to produce than it delivers. And refills would mean also collection of the 'spent' soup. I would guess that if such technology was developed, the first products would be not in a vehicle but standalone generators...

Oil, and gasoline, have energy "trapped" in its molecules. So does wood or anything that burns. Water, even seawater, does not. As for a "chemical soup", isn't that what oil is? Who is claiming it produces more energy that it takes to produce? That's really not an expected attribute of a battery.
