Sorry, you only get three goes and then it is game over!

The discovery of dark energy makes it unlikely the universe will start over (as was once thought). But if it did, it is very unlikely that conditions would be identical.

You are talking about different thing, about collapse of this Universe, and then the next BB, from the same matter we are observing now. While OP did not specifically mention collapse.

If this Universe had non-zero probability of creation (as you might see right now being here), then there is non-zero probability of creation of any other Universe "on the ashes", or not, of this Universe.

So the questions are "are quantum particles reusable in endless cycle and being indefinitely existing?"... "which quantum conservations are intrinsic and which are uncertain?"..
