Why is Time Constant

How would you know that time 'is constant'? Compare one clock with another, and when one suddenly runs slower you say that time is not constant? Or would you conclude that one of the clocks has a technical problem?

If you don't want a scientific answer, then don't ask questions on a SCIENCE forum.
