Is Sodium Thiosulphate Pentahydrate suitable for neutralising Chromic Acid?

In principle, but you are likely to get fumes of SO₂, so be careful.

So what is the difference between Sodium Thiosulphate Pentahydrate and just Sodium Thiosulphate( Na₂S₂O₃ ) when using against chromic acid do they work the same?

It is the same, one contains crystal water., which has no influence for the chemical reaction.
