Why is the initial transcription start site of some protein isoforms unknown if the TSS of the canonical protein is known and the mutation/alternative splicing occurs downstream?

For example the TSS of GFAP is at nt 15; but the TSS and thus protein sequence of GFAPdelta164 is unknown although it is known which nucleotides are deleted in this isoform. Why does this frameshifted isoform not just have the same TSS?
