No.  If the top section weighs 3,300 kg with air inside, then replacing the air with helium would mean the top section would now weight about 3,300 kg.

You would have to have liquid helium containers and balloons that are popped from the top and filled with gaseous helium (after it's heated) for this to make any sense.
