If it strikes the planet just right it might speed up the rotation just enough to increase internal friction and restart the core. Plus the vaporized comet will serve as at atmosphere enhancer. Next seed the planet with microogranisms that eat rock and produce CO2, then... etc. It so damn ambitious that it has to be done!
