It doesn't actually generate any thrust. The parts move towards eachother, but compared to their original rest frame, their momentums are equal and opposite.

In water, it might be a cunning way to produce a piston. Very inefficent I'm guessing, but with a force to push against it would produce motion.

 

BTW, thanks for not mocking my flying disk theory yet. My physics is, um, shakey. I'm fairly confident Radical Edward will find it funny though.
