whats the image format where you can have transparent instead of white, so if i were to stack two pictures on top of each other the "white" spots would show the picture underneath?

There are two. The first is .gif and the second is .png. GIF's are supported by all modern browsers, but support limited color palettes and one-channel transparency. PNG's, on the other hand, support alpha-channel (24-layer) transparency and a full complement or colors, but are not fully supported by MSIE without a CSS hack used in conjunction with a JavaScript or a PHP script.

It's fairly easy with the GIMP as well, it just has a bit more of a learning curve. For all intents and purposes in the amateur world, the GIMP is almost as good as photoshop elements.
