The government purchase card (credit card) spending limits have been raised in the recent Katrina relief spending bill, for purchases of items for the rebuilding. The old limit was $2500 for items not on a government contract schedule. The new limit? $250,000. No competetive bidding involved.

 

These are cards that have been used and abused in the past with the low spending limit. I hear the stories every time I have to go through training for my own card, when they add rules because of abuse they discovered somewhere. The system seems to be set up on the assumption that two employees couldn't conspire to defraud the government.

As far as I know they do. I submit my statement to an approving officer, after having certified it. It gets reviewed by the AO and then again at a level above that, but there is a question as to how much detail is in those reviews, and how much is "rubber stamp" (which of course requires much less work). Even the government knows not to carry a credit card debt.
