Can models, representations of reality, be used to define rules which can be used by concepts to define new simulated actions?

Models are the rules that define actions. 

Models have been used to predict behavior that had not yet been observed. It’s a very powerful way to show the validity of the model.

It is common for models to define rules for new actions (and models).  Well developed models can readily help us to develop new insights regarding the rules to use for later models.  Of course, the value of such additional insights depends on how the good the original model is, and also on whether we are operating within the bounds of validity of the original model.
