As such, there is no doubt what causes the cosmological redshift. The difficulty arises when speed-of-light timelags affect what the observer would see. Predicting what the universe would look like using relativity from a viewpoint outside or inside the black hole, or whereever, is non-intuitive. But we can look through our telescopes and see the result from at least one of those vantage points.
