Need help with my almost a Kelvin Generator

I need help with my "almost a Kelvin Generator". I say almost as it's not working yet.

 

This is what it is meant to do

(sorry I can't find a better explanation of the theory atm)

 

I get no sparks, this is my setup

The wires have crocodile clips on eather end, the gap is about 4mm. The only major differance is the material of the lower containers. Should the charge still build up in the water?

 

I can't believe that it was so hard and keep made while I did the experiments.

use a couple of cans for the bottom as well, as seen in the demos.

also use a small neon bulb in place of the ball electrodes, these neon bulbs trigger at about 90v so even if a tiny charge is building up you will see it

I have so small neon bulb however these are the changes I have made.

 

Metal cans at the bottom as well instead of the glasses

Taller, less pieces in the outside and also more sturdy

 

However it still wont make even the smallest spark and the water does not seem at all effected by dropping though the tubes?

 

I suppose I could try and test the wires perhapses. I don't know for sure that they work but I think they should.

 I suspect kelvin generator is a cheap trick. I suspect they charge water in a lower jar a lot with the Wimshurst machine, this water then charges a ring .  upper tank could be grounded or has nacl. or they simply have 2 tanks hidden in 1 tank and they charge water in those tanks. 

 videos about kelving generator are pompous, poorly explained. They allege the cans (or rings)"induce electric charge on the
(dripping?) water". This is suspicious as we know there is need to be grounded and the charge on a ring will decrease  and nothing will happen.
