It is a constant. What is not to understand? Are you asking how they come up with it?

It is related to photon and the energy equation hence the whole Einstein, Planck, deBroglie ordeal. It have been a while. I forgot and may misquoted.

You can not uderstand it unless you understand the law of conservation is good for many things except the constant of light since Light can not be constant under gravitation given gravitation interferes with the cycles of light and thier motion in relativistic time-space, therefore, planck's constant does not exist. Discard it!

Just in case someone considers discarding planck's constant for real: Don't.

Read about it, at least, first.
