Are Homo Sapiens, Sapiens central nervous systems a violation of the observed biological phenomenon of, "just enough to get by", or a texbook example of it?

This stems from the misconception that we only use 10% of our brains. This is not true, we use all of it, just not all of it at the same time. As we use all of our brain, then all of it must be needed.
