I know that Time is relative to the observer but at t=0 for any observer does that mean that t=0 for all other observers anywhere?

 

No. It is not just the rate. Observers in various rest frames can not agree on a common starting point in time for different locations.

if 2 events occur at the same time and at the same place then they will do so for all observers

 

Relativity says you're wrong about simultaneity.
