is a scale to the 10th of a gram good enough to weigh chemicals powder or does it have to be 100th of a gram?

It depends on what you're doing with it and how many significant figures you need on the weight. For instance, if you're doing something like dissolving the powder chemical in some solvent, but you only have the volume of the solvent to one significant figure, it's not necessary to measure to the hundredth of a gram (3 sig-figs) because any calculations will only be significant to one digit.
