That will require some basic redox reaction theory. Read up on that :)

 

Basically: it reverts the oxidation reaction by stuffing the metal with electrons.

thank you for replying so in other words its eletric shocks the metal connected and 1 more thing can can vinegar or any household alkali/acid be used as a electrolyte to improve eletric conductivity

Vinegar would be a good choice. But use clear vinegar, not the ones with coloring additives and stuff. Try connecting a graphite electrode to the anode and a rusted piece of iron to the kathode. Apply a small voltage and see the rust literally fall off :).
