I have never heard of this particular scheme before, but it does make sense.

Yes bascule, in 1986 it was called the Immigration Reform and Control Act, then Bush proposed The Comprehensive Immigration Reform Act in 2007, both near identical.

Have to register? Why, with everything already in their favor. With no mention of time in Country, the flow of new immigration would be devastating, but in either case registration, would be the last source for avoiding deportation. I''m not sure all those involved in the 1980's Reform Act, have been registered, yet still eligible.

 

Pay fines? For what, to be ordered to pay a fine in the US, you have to be found guilty of a crime. You can't be charged for a crime, once registered, so it could not be called a fine. Then your not allowed to buy a Green Card, much less citizenship. Taxes on what wages? If their working and the work has been recorded with the IRS, they have been paying taxes, if not then nothing could be due nor would any Immigration Attorney, declare anything earned. Government could not prove otherwise. Pass a criminal background check, which is already the law, for legal immigration or those illegals caught in some crime and no illegal could pass that on the very premise of their status to begin with.

 

If this sounds like double talk, it absolutely is...I don't oppose making illegals that have been here for a period of time, legal, but forget the requirements, outside felons, it's impractical and unenforceable.

 

Napolitano, had been the Governor or Arizona from January of 03, until Jan 09 and has fought Sheriff Joe Arpaio in Maricopa County (Phoenix) both there and now from Washington for his enforcement methods under the law, yet blamed Congress and Bush for her problems, while Governor, as the problems continued. She is a double talking political hack, from the word go. She opposes same same marriage in her State, but opposed a Federal Amendment, knowing it would never be offered, for a Constitutional Amendment. I believe she was and may still be on the short list for the Supreme Court, her ultimate objective, if not Obama's.
