Radiation alone would have split the water. Then the H would have been fused. The reactor wasn't in a vaccum. There wasn't enough gravity to make the reaction a sphere. On the train, Doc Oc throws Spiderman who then goes flying through the trusses of the bridge and somehow appears behind Doc Oc. So not only should Spiderman have been ahead of Doc Oc at this point, the movie shows he's now gaining speed and catching up with Doc Oc who somehow got ahead of him.
