Think of it as a long road of traffic; you're in a car at the back; and you need to get as far as you can to the front, the speed of which you move, is determined your internet traffic. When you pass cars, you stop, and you reflect back at traffic, blocking the cars behind you, some take over you, and some don't, their internet traffic decreases, and some move forward - as by blocking them, you are taking notice of them. This can be through advertising, or required files, lots of stuff. If you have a good idea, and you find a gap in the traffic, you move up - and then you are in front of differen't people, and different requirements; some of the people from before are still behind you, and some take over. You continue like this untill you are at the front of the traffic, where you are in front of everyone, blocking the traffic back, but is it possible to block traffic, without having people next to you, blocking?

I am not completely sure what your asking. are you asking can you filter or block traffic types? the answer is yes, corpnets do this with proxys, etc....

I think what he's trying to say is could "Google" be as powerful as they are without another "internet" giant next to them. Google is just ahead of the traffic, but without people next to Google, the traffic can just take over. Google/Youtube/4chan, front of the traffic, advertising sites etc, pinging back at the traffic behind them. If it was just google as the internet giant, and was one car in front of all the traffic, surely people would just take over, as one car leaves space to get through.
