Nerve Bundles in Visual Cortex of the Brain in Blind People May Process Sense of Touch

Following the read, I would assume that the structure is utilized not only for sight, but because you internally visualize different things. even if a blind person is blind, does that not mean he/she cannot visualize what they feel, smell, taste?
