I'd take open source CMS system like Drupal or Joomla. They're stable enough to stand on their own, and the project of how to set them up and sort the data and customize the installation will keep you plenty occupied.

You should always ensure that the form used by employees should always be simple and efficient content management providing sufficient information to its employees. To maintain quality of the content of your Intranet, you must have centralized content editing should always carefully review the pages before publishing. The use of templates, as well as content management system will be very useful and should be used with automated content channels from the outside.

There are several open source options, I would suggest going to www.sourceforge.com and just looking. Be sure the project is active.

 

Since this is a university you are designing this for, I am sure they have a MSDN agreement with Microsoft. Therefore I would suggest trying to get a hold of a SharePoint license. We use SharePoint where I am employed and I have been quite impressed with it. It integrates really well into AD environments.
