Perennial Posted November 5, 2004 Share Posted November 5, 2004 A step in the right direction .... most of the countries signing it have already got things pretty well under control or are "decaying" economies (like Russia, i.e. industrial production has gone down and they've become "environmentally friendly") ... so the impact may be questionable.
