I have created a hypothesis about the formation of supermassive black holes affecting the formation of galaxies. Feel free to critique but don't steal my idea, please.

 

Black holes have an affect on galactic formation by bringing in planets and asteroids. The larger gravitational pull of of the black hole, asteroids and planets would then have a larger gravitational pull. This would cause more materials to be attracted towards the black hole. (The black hole would gain more mass when it sucks in matter, so the gravitational pull would still increase.) This would keep snowballing until it turns into a very large black hole classified as a Supermassive black hole. More "stuff" would keep surrounding the black hole that it can't suck in all of it and it would start to create a galaxy. This could also happen in an already formed galaxy and it would just make it larger, or smaller depending on if there is anything close by.

It does sound possible, black holes are know to "eat" each other and become bigger. This process happens when galaxies hit each other, thus forming a larger galaxy out of the two smaller ones. Furthermore, the tidal effects, the arms of the spiral galaxies, are know to be caused by the supermass black hole core.

The supermassive black holes at the center of galaxies has no affect whatsoever on the stars, dust, and gas outside the central region. Even a 4 Million solar mass black hole at the center of our Milky Way is a relatively small mass compared to hundreds of Billions of solar masses disbursed throughout the galaxy, not to mention the mass of gas, dust, and dark matter. Compared to the mass of the entire galaxy, the central SBH is insignificant, gravitationally.

There's a good chance this did happen, but it didn't happen by itself, because if you look at current models of galaxies a single black hole is hardly enough to consistently hold together an entire galaxy, which is why astronomers are suspecting the existence of dark matter.

The 'seeds' for large scale structure formation such as galaxies and clusters, were the Quantum fluctuations ( due to the uncertainty principle ) present before inflation. The process of inflation 'smoothed' large scale features, like curvature, and enlargened small scale features like Q fluctuations so that after inflation had subsided, mass could start accumulating around these gravitational 'seeds'.

 

Galaxy and cluster formation proceeds bottom up, not top dowm.
