Within limits. Your heart rate speeds when you are afraid or anxious, so you could easily imagine things that make you afraid or anxious (or exert yourself strenuously through exercise, as another example). Your heart rate slows when you breathe deeply and relax, so you could easily do things in your mind that relax you and calm you. These all allow for a degree of control of your heart rate. However, there are upper and lower boundaries to how fast or how slow you can make it.

Meditation is the key. It has been proven that meditation can lower heart rates to dangerously low levels in extreme cases. To increase heart beat, all that is needed is a shot of adrenaline. You can think do it by thinking of something that can do the job for you.

You folks should note... It can be done without meditating. There are some similar processes involved, but meditation is not required to achieve this.
