If the two notches are at the same height, no. The wheel in the first picture has no kinetic energy. The wheel in the fourth picture, if it's at the same height, cannot be spinning — that violates conservation of energy.

Your wheel would only go up the hill on the other side to about halfway.

 

You turn all your potential (height) energy into kinetic and rotational energy. Since you then disconnect part of that rotational energy, your wheel will not make it all he way back up.
