What if water's bond angle were 109,47°?

If the bond angle of water molecules were precisely 109,5°, as predicted by VSEPR theory, dipole momentum would decrease from 1.85 [D] to about 1.38 [D], right?

Therefore, how would this graph change? Would ice still be less dense than water?
