Help - Multimedia encoder/decorder (SSE MMX)

In our degree program we have been asked to do an assignment based on "how effective today's multimedia additional hardware on a pc" and to create a kind of huge report.

Following are the things that our lecturer explained us...

1 - To find a video that has at minimum one hour duration. 2 - Download a video converter (encoder/decoder) that allows modifying default configurations. i.e : MMX , MMXTEXT, SSE, SSE2, SSE3, SSE4 3 - Input the video (found in item no 1) to the software and calculate the time taking to complete the encoding process with minimum configuration. 4- Then improve the configuration of the s/w a bit more and record the time again. And like wise do till meet the maximum configuration.

We need to state the computer configuration and make a report on how long it took based on different scenarios. While the encoding process take places, we were told to leave the pc idle without any other work. My Questions is i couldn't still find out a proper video converter that has these settings. Please give me any ideas you have on this assignment and help me to get proper software (encoder).

I tried with ffdshow http://www.homecinema-hd.com/us/tutorials/windows/htpc/ffdshow-video-profiles-19.html But it seems like it’s not a video converter. Thanks in advance. Any help is highly appreciated.
