I would like to produce some findings here regarding HAARP, which relate to other HAARP like facilities that may interest you. First off HAARP can generate HF, VLF and ELF frequencies triggered by a phased array which lifts up the ionosphere from 3.6 Mega Watts too 5.1 Giga Watts. That being said, could HAARP be responsible for some earthquakes? The puzzle for finding this mechanism of HAARP is long over do due to the extent of its targeting methods. What I'm trying to prove here is perhaps HAARP did hit Sendai, Japan in 2011. Now the Sendai quake was out at Sea and it may have been 30 Km's deep, but I believe that's where the igneous rocks reside in that region.

What can you do with 10 W of ELF radio waves? Well, a typical ELF submarine communication system uses several megawatts of ELF RF power with a frequency of 70-90 Hz. This is directed into the surface of the Earth at points separated by about 50 km (31 mi) in order to use a large area of the Earth's crust as a transmitting antenna. Despite the huge power and massive antennas, the actual transmitted power of such a system is only a few watts. So one reason for HAARP's development was to prototype a (relatively) small ELF transmitter.

Take a look at this PDF for igneous rocks that resonate at 70.3 Hertz. The signal is justified by what HAARP can do. As some here know resonance will vibrate these rocks thus causing movement!

 

Fused Silica Sample

The Q value is typically determined by the decay method and Figure

4a shows the signal decay for a bar of fused silica (90 x 6.2 x 4.1 mm).

Here the resonance frequency is 70.3 Hz, the time scale is 2 s/cm, and

the measured Q = 3434 at 10 -3 torr and at room temperature is in

excellent agreement with Q = 3480 found previously (Sprungmann and

Ritchie, 1971), on fused silica with a reed pendulum apparatus in the

frequency range 1 to 30 Hz.

So yes, GPS satellites can currently detect nuclear explosions but not missile launches, and SBX-1 can detect missiles in flight but not nuclear detonations. So installations such as SBX-1 do not duplicate GPS capabilities. SBX-1 is a radar installation and does not use HAARP capabilities.

As to HAARP causing earthquakes by causing rocks to vibrate, Swansont offered the proper analysis, saying:

If electromagnetic ELF waves could vibrate deep rocks acoustically then acoustically vibrating deep rocks could generate electromagnetic ELF waves and we could use radio detectors to measure earthquakes as we do with acoustic seismographs. They can't, they don't, and we can't (and don't).

 

EDIT: Moreover, if ELF waves could vibrate rocks directly then the folks doing the study you linked to would not need to glue magnetically vibrated metal disks to the rocks in the test chambers.
