Could somebody clarify what it actually does. I read the wiki but it went straight over my head because I had never even heard of it before.
Acme Posted June 30, 2014 Posted June 30, 2014 The purpose is research into the effects of using radio transmitters of a certain frequency range to modify an area of the upper atmosphere in such a way that that area becomes a reflector of radio signals in a different frequency range. For example RADAR signals are line-of-sight, but if you can bounce them off the high atmosphere then you can see around the curvature of Earth beyond the normal line-of-sight signal. Otherwise to see these areas you would need RADAR transmitters 'out there'. By all means read the Wiki section on the conspiracy signal business.
